Joyce Payne, VSO
Joyce Payne has been assisting Morgan County's crime victims since 1990.
Her assignment includes explaining the criminal justice process to
victims, informing them of the progress of their case as it makes its way
through Morgan County's trial courts, assisting them in recovering their
financial losses and making referrals to victim assistance groups where
appropriate.
- Experienced
- Joyce was one of the first people to complete the Victim Service
Officer's Certification Program offered by the Department of Criminal
Justice at the University of Alabama at
Birmingham. At the time, Alabama was only the second state in the
nation to offer such a program.

- Joyce has served as President of the Alabama Victim's Service Officers'
Association on two separate occasions, and has been a VSO since the
program was created in Alabama.

- The Alabama Coalition Against Rape and

Violence both offer state-wide resources, the latter providing
information on Protection from Abuse Orders.

Place is the domestic violence shelter for the Morgan County area.
Rape counseling and crisis intervention is available at
Crisis Services of North Alabama, Inc.
The
Mental
Health Association of Morgan County provides referrals to a myriad of
counseling programs and is often a good contact for victims coping with
issues related to domestic violence and rape. The process for filing

- To find out if an individual is currently in an Alabama State prison or

Prisons should be consulted. A listing of Alabama Fugitives can be

system of county or municipal prisoners in the State of Alabama, such
information can only be obtained by contacting the appropriate jail.

leading advocacy group in this area, and their site provides a national
